[Mp4-tech] Memory Requirement for Skip/Direct Mode

Hi Experts, 
I have a question.
In order to support skip/direct mode for P/B pictures, a decoder will
have to backup all the information of MV and refIdx of all the pictures
in List0 and List1 in case of reference picture list reordering can
happen.
Is the above statement right or wrong?
